Beginning October 17, 2025, in order to qualify for a lower interchange rate, business-to-business (B2B) and business-to-government (B2G) merchants will have to comply with Visa’s new Commercial Enhanced Data Program (CEDP) requirements. CEDP’s goals are to reduce fraud and reward merchants for the accuracy of the enhanced data they submit with every transaction. Visa now refers to Level 3 enhanced data as Product 3 data.
Major revisions are coming to Visa's interchange qualification levels. The objective of the next CEDP phase is to motivate retailers to supply full and precise enhanced transaction information, specifically for B2B and B2G sales to qualify for interchange incentives through Product 3. Visa will check these purchases against the submitted data and assign a quality rating (verified or non-verified) to the merchants based on their historical track record of data quality.
